peter MCILHAGGER
Peter, born in Belfast, is married to Janet and has three children. He graduated as a Chartered Quantity Surveyor in 1999. He worked with Kier North West after graduation, during which time he completed his qualification in Project Management before moving to Mace where he was promoted to Associate Director. Peter went on to establish the Manchester office and serve as a Board Director at Paragon BC and now runs his own successful practice, PMC². Peter is a member of the APM and RICS.
Having worked as both a Quantity Surveyor and Project Manager, Peter brings a well rounded view to the construction table as his is able to work quickly with information, retain his knowledge of projects in considerable detail as well as fairly representing the views of those on site as well as those of management. Peter’s enthusiasm for the industry, for progression and for efficiency without design compromise has lead him to working with a number of repeat clients who embrace his ‘can do’ attitude and loyalty.
Peter has extensive experience in student residential projects. He has worked with a number of key clients in this sector such as VITA and EREC Estates. He has also undertaken a number of projects for EasyHotel across the UK. Known for his ability to build and maintain relationships within the industry, Peter is thrives on challenging projects such as the relocation of Coronation Street to their new premises in Media City, Salford Quays.
His current portfolio includes retail lead regeneration, student residential new builds, complex recladding, new build churches and working with listed building regeneration projects.
Peter and the team are pleased to be working in collaboration with Certo Management Services on a number of projects.
JEFF DAY
Following graduation in 1978, Jeff spent his early career working for major civil engineering contractors in the UK constructing steelworks, water treatment, road and bridge works. In 1988 Jeff joined Gardiner and Theobald, establishing an office in Manchester in order to develop the firms Project Management presence in the North of England. The team grew under his leadership to over thirty project managers.
Notable projects within Jeffs portfolio have been Spinningfields, Manchester, the Co-Operative Group’s iconic commercial office space, One Angel Square, Bridgewater House in Leeds and the £110m Birley Fields Campus for Manchester Metropolitan University.
Jeff brings to all projects direct experience of managing high profile, complex developments that require close involvement with occupiers and more particularly, a clear strategy for controlling the Design and Construction teams who carry the projects out.
STEPHEN ROCHE
Stephen qualified as a Chartered Quantity Surveyor in 1986, progressing to a Masters in Project Management in 1992. Stephen is a member of the RICS.
Working for Gardiner and Theobald for 25 years, Stephen was made Partner in 2004 when the practice became an LLP. He is an experienced project manager and has a wealth of experience in the delivery of large retail projects. He has a particular interest in the delivery of large retail projects and with owner/developer/landlord clients with projects in his portfolio such as the Brent Cross Shopping Centre redevelopment and the new Bullring Shopping Centre, Birmingham.
In August 2020, with encouragement from a key client, Hammerson, Stephen established Certo Management Services Ltd.
Stephen is highly experienced in dealing with retail lead regeneration projects that have multiple diverse stakeholders and involve complex land assemblies and ambitious letting targets.
james webb
James qualified with a BSc(hons) in Quantity Surveying in 1994, and became Chartered as a member of the of the RICS in 1999.
With just over 30 years experience within the field of Commercial management, James has successfully delivered a variety of high-profile projects under various procurement routes with experience in the Construction and Facilities Management Industries. James has held various positions within the commercial function for four major UK contractors and service providers having joined Carillion through the acquisition of Alfred McAlpine in 2008. James has worked in a variety of sectors including leisure, aviation, commercial, health, retail, residential and education schemes. The contracts have ranged from £800k up to £190m for public and private clients delivered through single, two stage project and framework agreements under JCT, NCE, ICE, GC Works 1 Edition 3 and Bespoke PFI and D&B forms.
